The Association of Raw Gin Producers of Nigeria (ARGPON), formerly known as the Nigeria Distillers Associates, has initiated a comprehensive internal regulatory process to standardize and improve the production of locally brewed alcoholic beverages, particularly raw gin, often referred to as ogogoro. This initiative aligns with existing legal frameworks, including Decree No. 54 of 1970 and the Control of Distillation and Spirit Drink Regulation Gazette No. 55, Volume 93 of 2006, which govern the sale and distribution of these spirits. ARGPON’s primary objective is to educate and guide local distillers and dealers on best practices, eradicating harmful production methods and promoting the growth of a safe and sustainable local industry. This move is crucial given the potential health risks associated with unregulated production and distribution practices.

ARGPON’s regulatory efforts are also a proactive response to the Federal Government’s concerns regarding the alcoholic beverage sector, which are culminating in the development of a national policy on alcohol sales and distribution. The association actively participated in discussions surrounding this policy in Abuja, demonstrating its commitment to aligning with national regulations and contributing to a responsible and regulated industry. By engaging with the government and implementing internal regulations, ARGPON aims to ensure the long-term viability of the local raw gin industry while safeguarding public health. This proactive approach underscores the association’s recognition of the need for industry self-regulation and its willingness to collaborate with government initiatives.

The need for effective regulation of local raw gin production stems from the realization that current practices often undermine the government’s original intentions in legalizing the industry. Unregulated production methods can lead to health risks and quality inconsistencies, hindering the development of a reputable and sustainable industry. ARGPON seeks to address these challenges by promoting the adoption of modern technologies and improved production processes that enhance both the quantity and quality of locally produced raw gin. This commitment to modernization reflects a broader understanding of the potential for the industry to contribute positively to the Nigerian economy.

To achieve these objectives, ARGPON is collaborating with the Federal Industrial Institute of Research to develop advanced distilling equipment, specifically designed to significantly increase production output while ensuring the final product is free from metallic contaminants often found in traditional production methods using rudimentary equipment like rusty drums. This technological advancement not only improves product quality and safety but also contributes to job creation within the local communities involved in raw gin production. Furthermore, the enhanced production capacity and improved quality are anticipated to boost the industry’s economic contribution, ultimately benefiting the nation’s Gross Domestic Product.

The implementation of ARGPON’s internal regulatory framework involves a comprehensive registration process for all rural raw gin producers and dealers across the country. Designated registration centers are being established throughout various regions to facilitate easy access for operators. The registration process will include a thorough evaluation of each producer’s production system and product quality to ensure compliance with established standards. Upon successful review, registered producers and dealers will be issued permits authorizing their operations. This structured approach aims to create a transparent and accountable system, promoting adherence to best practices and ensuring consumer safety.

ARGPON has set a timeframe for the commencement of the registration exercise, with full implementation expected by the first week of February.
