The Autonomous National Electoral Commission of Benin (CENA) is embarking on a significant learning journey, seeking guidance from Nigeria’s Independent National Electoral Commission (INEC) as it prepares for a demanding electoral season in 2026. This collaboration underscores the importance of international cooperation in strengthening electoral processes and promoting democratic values within the region. CENA faces the unprecedented challenge of organizing three major elections – legislative, local, and presidential – within a tight three-month timeframe. Recognizing the complexities involved, CENA proactively sought INEC’s expertise to enhance its capacity and ensure the smooth execution of these crucial elections.

A high-level delegation from CENA, comprising twelve members including the President, National Commissioners, Directors, and key staff, arrived in Abuja, Nigeria, for a comprehensive study visit. The delegation’s primary objective is to gain a deep understanding of Nigeria’s electoral procedures, drawing on INEC’s extensive experience and best practices. This exchange of knowledge and expertise aims to bolster CENA’s preparedness and equip it to effectively manage the logistical and administrative challenges of conducting multiple elections in rapid succession. The visit signifies a proactive approach by CENA to learn from a peer institution with a robust history of managing complex elections.

INEC Chairman, Mahmood Yakubu, welcomed the CENA delegation and reaffirmed Nigeria’s commitment to supporting Benin’s electoral endeavors. He highlighted CENA’s specific interests, which encompass a wide range of areas crucial for successful election management. These include the legal framework governing elections, the design and production of electoral materials, the recruitment and training of poll officials, budget allocation and disbursement to service providers, security measures during elections, the deployment of technology, the accreditation of observers, stakeholder engagement, and other relevant aspects of Nigeria’s electoral experience. This comprehensive approach demonstrates CENA’s commitment to learning from INEC’s multifaceted expertise.
