CODEO Validates 2024 Ghanaian Presidential Election Results
The Coalition of Domestic Election Observers (CODEO) has affirmed the integrity of the December 7, 2024, Ghanaian presidential election, declaring that the results announced by the Electoral Commission (EC) accurately reflect the will of the people. This declaration, made by CODEO Co-Chair Rev. Fred Deegbe during a press conference, follows a comprehensive analysis conducted using their Parallel Vote Tabulation (PVT) methodology. The PVT, a scientifically rigorous system employed by CODEO since 2008, involves the deployment of trained observers to polling stations across the country to independently collect and analyze vote count data. This independent verification process serves as a crucial check on the official results and bolsters public confidence in the electoral process. CODEO’s findings closely mirrored the official EC results, lending significant credibility to the outcome of the election.
The PVT estimates revealed that former President John Dramani Mahama of the National Democratic Congress (NDC) secured 56.9% of the votes, while Mahamudu Bawumia of the New Patriotic Party (NPP) garnered 41.3%. These figures align remarkably well with the EC’s official results for 267 constituencies, falling within a margin of error of ±1.2%. This close correspondence between the PVT estimates and the official count provides strong evidence of the accuracy and reliability of the electoral process. Furthermore, CODEO’s estimated voter turnout of 63.9% slightly exceeded the EC’s official turnout rate of 60.9% for the same constituencies, while the estimated rejected ballot rate of 2.1% was virtually identical to the EC’s figure of 2.09%. These consistent findings across multiple metrics further solidify the credibility of both the PVT methodology and the official election results.
While the overall electoral process was deemed credible, CODEO did observe some concerning incidents of violence and intimidation following the close of polls. Most notably, the destruction of an EC collation center in Damongo disrupted the results collation process. CODEO strongly condemned these acts of violence and urged political leaders to promote peaceful dialogue among their supporters, emphasizing the importance of respecting democratic principles and upholding the rule of law. The organization also called upon law enforcement agencies to maintain order and ensure that all individuals involved in these acts of violence are held accountable under the law. Maintaining peace and stability in the post-election period is crucial for the consolidation of democracy and the peaceful transfer of power.
Despite these isolated incidents, CODEO’s observers reported a generally smooth and transparent voting process. They noted the presence of agents from both the NDC and NPP at 99% of polling stations, indicating a high level of stakeholder engagement and oversight. Moreover, the voting procedures were largely conducted in accordance with Ghana’s electoral laws, demonstrating a commitment to upholding the legal framework governing elections. The high level of compliance with electoral laws and the presence of party agents contribute to the overall credibility and transparency of the election.
Looking ahead, CODEO emphasized the importance of continuous improvement in Ghana’s electoral system. The organization urged the EC and all stakeholders to carefully review the lessons learned from the 2024 elections and implement necessary reforms to enhance future electoral processes. Specific recommendations include strengthening voter education programs, streamlining election administration logistics, and proactively addressing potential sources of election-related violence. By addressing these areas, Ghana can further strengthen its democratic institutions and ensure that future elections are even more efficient, transparent, and peaceful.
