Ghana’s Data Revolution: A Deep Dive into Increased Data Volumes and Consumer Protection
Ghana’s telecommunications landscape is poised for a significant transformation with the announcement of increased data bundle volumes across all major mobile networks. Effective July 1, 2025, this initiative, spearheaded by the Minister for Communication, Digitalization, and Innovation, Hon. Sam George, promises enhanced value for money and fairness in data services for Ghanaian consumers. The decision follows extensive consultations with the leadership of AirtelTigo, MTN Ghana, and Telecel, culminating in a consensus to boost data allowances without corresponding price hikes. This move marks a crucial step towards bridging the digital divide and ensuring affordable internet access for all.
The new data regime will see AirtelTigo and Telecel implementing a 10% increase in data volume across all their bundles. As a practical illustration, the GH₵400 bundle on AirtelTigo will now offer a substantial 236GB, a significant leap from the previous 195GB. Similarly, Telecel users will enjoy a boost from 90GB to 250GB for the same price point. MTN Ghana, designated as a Significant Market Power (SMP) operator, will implement a steeper 15% increase. The GH₵399 bundle, which had previously been adjusted to GH₵350 with 92.88GB, will revert to its original price of GH₵399, but now with a considerably larger allocation of 214GB. This differentiated approach recognizes MTN’s market dominance and aims to create a more balanced competitive landscape.
The implementation date of July 1, 2025, allows telecom operators sufficient time to recalibrate their systems and ensure seamless transition. The National Communications Authority (NCA) has been tasked with rigorously monitoring compliance with the new directives, with sanctions awaiting any operator failing to adhere to the agreed-upon changes. The Minister acknowledged the disparity in adjustment percentages between MTN and the other networks, attributing it to MTN’s SMP status. The Ministry has committed to ongoing collaboration with the NCA and MTN to review this designation and make necessary adjustments as market realignment progresses.
Addressing public concerns regarding perceived arbitrary charges and data bundle alterations, the Minister refuted these claims as unsubstantiated. He cited the NCA’s billing verification system, which assesses the billing integrity of mobile data services. The latest tests conducted in Q3 2024 revealed that all purchased data bundles were accurately credited and remained intact throughout their validity period, with no instances of unexpected data loss. Non-expiry bundles also functioned as intended, with unused data successfully rolling over upon resubscription. These findings, according to the Minister, directly contradict allegations of arbitrary charges.
To further bolster consumer confidence and maintain transparency, the NCA has been instructed to conduct quarterly billing integrity tests on mobile data services, commencing in Q3 2025. These tests will encompass data usage monitoring for popular applications and websites to guarantee billing accuracy and fairness. The Minister has assured swift and decisive action against any operator found to be engaging in inaccurate billing practices. This proactive approach demonstrates the Ministry’s commitment to protecting consumer rights and ensuring accountability within the telecommunications sector.
