The National Lottery Authority (NLA) of Ghana has a new Governing Board, inaugurated by the Deputy Minister of Finance, Hon. Thomas Nyarko Ampem, on behalf of the Minister of Finance, Hon. Cassiel Ato Forson. This inauguration, rooted in the National Lotto Act, 2006 (Act 722), marks a significant step in the NLA’s ongoing efforts to contribute to national development through revenue generation and responsible gaming. The seven-member board, a blend of seasoned professionals from various sectors, brings a wealth of experience and expertise to steer the NLA towards achieving its strategic objectives. Their collective knowledge base spans economics, policy analysis, law, public administration, and legislative representation, creating a well-rounded team capable of addressing the multifaceted challenges and opportunities within the lottery industry.
Leading the board as Chairman is Mr. Frederick Amissah, the Technical Advisor at the Ministry of Finance. Mr. Amissah’s extensive background in economics, particularly in policy analysis, sovereign debt, structured finance, and risk management, positions him well to guide the board’s financial and strategic decision-making. His expertise in public financial management, macroeconomic analysis, and financial sector program management will be instrumental in ensuring the NLA’s financial stability and its alignment with national economic goals. The board also includes the Director General of NLA, Mr. Mohammed Abdul-Salam, ensuring continuity and institutional knowledge within the decision-making process.
Further strengthening the board’s capacity are individuals with specific expertise relevant to the NLA’s operations. Mr. Edward Abrokwah, Director of the Revenue Policy Division at the Ministry of Finance, brings crucial insight into revenue generation strategies and national fiscal policy. Ms. Doreen Panyin Annan, representing the Ministry of Interior, offers expertise in regulatory compliance and security-related matters. Legal expertise is provided by Mrs. Helen Akpene Awo Ziwu, the Solicitor-General and representative of the Office of the Attorney General, ensuring adherence to legal frameworks and the protection of the NLA’s interests.
The board’s composition also includes representation from the legislative branch and presidential nominees, broadening its perspective and ensuring accountability. Hon. Faustina Elikplim Akurugu, Member of Parliament for Dome Kwabenya, provides a direct link to the legislative process, facilitating communication and alignment between the NLA and the Parliament. Mr. Gerald Baffour Awuah Bonsu, a presidential nominee, contributes a perspective aligned with the national development agenda set forth by the President. This diverse composition aims to create a balanced and effective governing body capable of representing the interests of various stakeholders.
During the inauguration ceremony, Deputy Minister Nyarko emphasized the critical role the board plays in generating revenue for the government, urging them to contribute significantly to national development. He highlighted the importance of aligning the NLA’s operations with the government’s broader agenda of job creation and revenue enhancement, encouraging the board to foster competition within the NLA’s value chain. This directive reflects the government’s commitment to leveraging the lottery industry not only as a revenue source but also as a catalyst for economic growth and employment opportunities.
In his acceptance speech, Chairman Amissah expressed the board’s gratitude for the appointments and outlined their commitment to integrity, humility, and diligence in fulfilling their responsibilities. He articulated the board’s key priorities, including boosting revenue, forging partnerships with key stakeholders, and elevating the Ghanaian lottery industry to a world-class standard. This vision reflects a commitment to modernizing and professionalizing the NLA, ensuring its long-term sustainability and its contribution to national development. Furthermore, Chairman Amissah highlighted the board’s dedication to improving staff welfare and fostering harmonious relationships within the industry, recognizing the importance of a motivated and well-supported workforce in achieving the NLA’s objectives.
