The Dock Workers Union of Liberia (DOWUL) has undergone a significant transformation, transitioning from a single-person leadership structure to a democratically elected body representing all facets of the union. This shift marks a new era for DOWUL, emphasizing transparency, accountability, and member participation. In July 2024, the union held elections, ushering in a new cohort of leaders headed by President General Ballah Kpadeh. This new leadership aims to modernize the union’s operations, enhance member services, and advocate for the rights and welfare of dock workers across Liberia. The election process itself, however, was not without controversy.

The previous president, Jackie N. W. Doe, contested the election results, filing a complaint with the Liberia Labour Congress (LLC) and the Ministry of Labour. Doe’s protest alleged irregularities in the electoral process, attempting to invalidate the results that saw her ousted from power. The Ministry of Labour conducted a thorough investigation into the allegations, ultimately validating the election results and recognizing the Kpadeh-led administration. The ministry’s findings attributed Doe’s extended tenure to manipulative tactics and a consistent avoidance of democratic elections, highlighting the absence of any prior electoral mandate for her leadership position. This validation affirmed the legitimacy of the new leadership and underscored the union’s commitment to democratic principles.

Following the ministry’s decision, the DOWUL’s certificate of renewal was formally transferred from Doe to Kpadeh in February 2025, further solidifying the new leadership’s authority. Despite these official recognitions, Doe, through an associate named Momo A. Sambola, continued to challenge the legitimacy of the new leadership, spreading misinformation to international partners and affiliates. Sambola’s actions, characterized as attempts to undermine the union’s progress, were met with an internal investigation, leading to his suspension in November 2024. DOWUL has publicly condemned Sambola’s actions, highlighting the damaging impact of his false claims on the union’s reputation and international relationships.

The new leadership has accused both Doe and Sambola of financial mismanagement and lack of accountability during their tenure, citing the absence of financial reports. DOWUL has cautioned international partners, including the International Transport Workers’ Federation (ITF), against engaging with Doe and Sambola, emphasizing that their actions are detrimental to the progress of dock workers in Liberia. This call for transparency and accountability reflects the new leadership’s commitment to responsible financial management and building trust with its members and international stakeholders. The union’s statement underscores the importance of adhering to democratic principles within trade unions globally, emphasizing that these principles apply regardless of an individual’s position or influence.

Since their induction in August 2024, the newly elected officers have been actively engaged in strengthening relationships with local businesses, partners, and the Ministry of Labour. A significant achievement under the new leadership has been the establishment of a formal office space, a first for the union in 12 years. This move signifies a transition from informal operations to a more structured and professional approach. The union’s new headquarters, located in the Battery Factory Community, Japan Freeway, provides a central hub for its operations and enhances its accessibility to members. Additionally, the launch of a functional website (www.dowul.org) further demonstrates the leadership’s commitment to modernization and transparency. This online platform provides a valuable resource for members, enabling them to access information, connect with the union, and stay informed about its activities.

The new leadership has prioritised engaging with members at the grassroots level, holding elections for all local shop stewards within its first four months. This initiative demonstrates a commitment to inclusivity and ensuring that all members have a voice in the union’s affairs. The new leadership acknowledges and appreciates the support and trust of its members during this transitional period. They express optimism for the future, emphasizing their vision for a stronger and more representative union that effectively advocates for the well-being of all dock workers in Liberia. This commitment to open communication and member engagement signifies a positive shift towards a more inclusive and democratic union.
