The Foundation for Security and Development in Africa (FOSDA) extends a warm welcome to Mr. George Opare Addo, Ghana’s newly appointed Minister for Youth Development and Empowerment. His swearing-in on January 24, 2025, marks a significant milestone in Ghana’s commitment to youth development. FOSDA acknowledges Mr. Addo’s extensive experience in this field, particularly his tenure as Municipal Chief Executive for Akwapim North Municipal, and expresses confidence in his ability to leverage this experience to effectively address the challenges and opportunities facing Ghanaian youth. The creation of this independent Ministry of Youth Development is a historic step, underscoring the government’s recognition of the pivotal role young people play in the nation’s future.

FOSDA urges Minister Addo to prioritize key issues highlighted in the Ghana Youth Manifesto 2024 and beyond. These priorities include tackling youth unemployment, enhancing education, particularly in Technical, Vocational Education and Training (TVET), and fostering meaningful youth participation in decision-making processes. These areas represent the most pressing concerns for Ghana’s youth and require focused attention and strategic interventions. Furthermore, FOSDA emphasizes the importance of establishing the Ghana Youth Federation, as envisioned in the National Youth Authority Act 2016. This federation will serve as a unified voice for the youth, enabling them to effectively advocate for their needs and contribute to national development.

FOSDA, with its decade-long experience working with and engaging Ghanaian youth, including facilitating the establishment of national and regional youth networks, firmly believes in the potential of young people as valuable assets to society. They should be seen as partners in progress, not subjects of securitization. FOSDA encourages Minister Addo to adopt a strategic approach to coordinating youth development programs and policies across all government ministries, departments, and agencies. This coordinated approach will minimize duplication of efforts, ensure efficient resource allocation, and maximize the impact of youth-focused initiatives.

The National Youth Policy 2022 – 2032 should serve as the guiding framework for the new Ministry. This comprehensive policy document outlines a long-term vision for youth development in Ghana, providing a roadmap for action and setting clear goals and objectives. By adhering to this policy, the Ministry can ensure consistency and continuity in its programs and initiatives, creating a sustainable and impactful approach to youth development.

FOSDA pledges its unwavering support to the Ministry’s vision through collaboration, innovation, and strategic partnerships. The organization is committed to working closely with the Ministry to develop and implement impactful programs, enhance youth participation in governance, and create platforms for ongoing dialogue on issues affecting young people. FOSDA believes that a collaborative approach, involving government, civil society, and the youth themselves, is essential for achieving meaningful and sustainable progress in youth development.

FOSDA’s commitment extends beyond mere collaboration; it encompasses a dedication to innovation and the development of creative solutions to the challenges facing Ghanaian youth.
