The Global Partnership for Education (GPE), a multi-stakeholder partnership dedicated to transforming education systems in developing countries, has awarded a substantial Systems Capacity Grant (SCG) of USD $2.23 million to Ghana’s education sector. This grant, spanning from January 2025 to December 2027, signals a critical investment in strengthening Ghana’s educational infrastructure, policy planning, and overall resilience. The grant’s focus areas encompass strengthening educational programs for all children, enhancing national education planning capacities, particularly concerning crisis preparedness, and bolstering data collection and analysis capabilities for informed decision-making. UNICEF Ghana, acting as the Grant Agent, will collaborate closely with the Ministry of Education to ensure effective implementation and maximize the grant’s impact on Ghana’s educational landscape.

This significant investment by the GPE underscores the importance of strengthening systemic capacity within Ghana’s education sector. The SCG is designed to address several key challenges, including improving the quality and access to education for all children, aligning national education plans with current priorities, and developing a more resilient and adaptable education system capable of responding to crises and emerging challenges. By focusing on these crucial areas, the grant aims to create a more sustainable and effective education system that can cater to the diverse needs of Ghanaian children and contribute to the country’s overall development.

One of the primary objectives of the SCG is to strengthen education programs for both boys and girls at both national and decentralized levels. This involves improving the quality of teaching and learning, expanding access to equitable education opportunities, and addressing gender disparities within the education system. By focusing on inclusive education practices and ensuring all children have access to quality learning, the grant aims to create a more equitable and empowering education system that prepares all learners for future success.

Another key component of the SCG involves reviewing and updating the Education Sector Medium-Term Development Plan (ESMTDP). This crucial process will ensure that the plan remains aligned with current national priorities and addresses emerging challenges effectively. The revision process will involve extensive consultation with stakeholders, including educators, policymakers, and community representatives, to ensure that the plan reflects the needs and aspirations of all Ghanaians. The updated ESMTDP will serve as a roadmap for the development of the education sector and guide future investments in education.

Furthermore, the SCG will significantly enhance national capacity for crisis-sensitive and resilient education sector planning. This is particularly important in light of increasing global uncertainties and potential disruptions to education systems. The grant will support the development of strategies and mechanisms to anticipate and mitigate the impact of crises, such as natural disasters, pandemics, and socio-economic shocks, on education. This will involve strengthening planning processes, developing contingency plans, and building the capacity of education personnel to respond effectively to unexpected events.

Finally, the SCG will significantly improve data collection, analysis, and utilization within the education sector. The grant will support the development of robust Education Sector Performance Reports (ESPRs) to enhance accountability and transparency within the system. It will also build district-level capacity for data collection and analysis, empowering local authorities to make evidence-based decisions regarding education planning and resource allocation. This data-driven approach will improve monitoring and evaluation processes, leading to more effective interventions and better outcomes for learners. By strengthening data systems and promoting evidence-based decision-making, the SCG will contribute to a more efficient and responsive education system. This comprehensive approach to capacity building and systemic strengthening ensures that the GPE grant will contribute significantly to the long-term development and sustainability of Ghana’s education sector, ultimately benefiting all Ghanaian children and contributing to the nation’s overall progress.
