The Warri-Effurun road and flyover project, a significant infrastructure development undertaken by Julius Berger Nigeria Plc for the Delta State Government, is progressing steadily towards its scheduled completion. This ambitious project encompasses the construction of three flyover bridges at crucial junctions: DSC Roundabout, PTI Junction, and Enerhen Junction. In addition, the project includes a cloverleaf interchange, pedestrian bridges, and road expansions within Warri and its surrounding areas. The project’s aim is to alleviate the longstanding traffic congestion and improve connectivity within the region. This initiative is anticipated to significantly enhance the quality of life for residents and boost economic activities in Warri and Effurun.

The 30-month project, awarded to Julius Berger in October 2023, underscores the Delta State Government’s commitment to infrastructural development. The selection of Julius Berger, renowned for its expertise in road construction, particularly in challenging terrains like Warri’s riverine environment, signals a focus on quality and timely delivery. Governor Sheriff Oborevwori expressed confidence in the company’s ability to execute the project effectively, drawing parallels with their successful track record in other states with similar topographical challenges. This confidence reflects the government’s determination to address the pressing infrastructure needs of the region and improve the lives of its citizens.

Despite facing some challenges, including the relocation of high-tension overhead cables and persistent rainfall, Julius Berger remains committed to delivering the project on schedule. As of June 2025, significant progress has been recorded across the different sections of the project. The DSC flyover is nearing completion at 81.60% progress, while the PTI flyover stands at 68% completion. The Enerhen flyover, initially hampered by the cable relocation, has reached 32.41% completion. The company’s proactive approach to addressing these obstacles demonstrates their dedication to fulfilling their contractual obligations and delivering a high-quality infrastructure project.

Project Manager Thomas Haug acknowledged the minor delays caused by the high-tension cable relocation, emphasizing that it was beyond their control. He highlighted the importance of raising the height of the transmission lines to enable unhindered construction work on the flyover and roundabout at the PTI junction. While acknowledging the impact of the persistent rainfall, Haug emphasized the unwavering determination of the project team to overcome these challenges and maintain momentum towards the delivery date. This commitment underlines the company’s focus on timely execution and efficient resource management, crucial aspects of large-scale infrastructure projects.

Across the project sites, work continues unabated despite the incessant rains. Workers are diligently progressing with the construction of diversion roads and pipeline crossings at the PTI site, while stormwater drainage systems and road expansions are underway in Effurun. At the Enerhen flyover section, construction of stormwater drainages and the casting of the bridge deck are in progress. This simultaneous execution across multiple sections reflects a well-structured project management approach aimed at maximizing efficiency and ensuring timely completion.

The project has garnered significant support from the local community, who recognize its potential to transform the aesthetics and security of Warri and its environs. The anticipated improvements in traffic flow, reduced travel time, and enhanced road safety are expected to significantly improve the quality of life for residents and facilitate economic activities.
