Liberia’s e-Procurement System: A Catalyst for Transparency and Economic Growth
Liberia is taking significant strides toward modernizing its public procurement processes through the implementation of an electronic Government Procurement (e-GP) system. This innovative platform aims to enhance transparency, accountability, and efficiency in government transactions, ultimately fostering trust in public institutions and promoting economic development. The Public Procurement & Concessions Commission (PPCC), the body responsible for regulating and monitoring public procurement in Liberia, has reported substantial progress since the system’s launch in February 2025. With six government entities already utilizing the platform, a significant milestone has been reached, with contracts worth US$12,219,000 awarded to Liberian-registered companies.
This initial success demonstrates the potential of the e-GP system to transform the procurement landscape in Liberia. The system minimizes human intervention, reducing opportunities for corruption and discretionary practices that were prevalent under the traditional paper-based system. By automating and digitizing the procurement process, the e-GP platform ensures greater transparency and allows for easier tracking and auditing of transactions. The Liberia Revenue Authority (LRA) has awarded 27 contracts, the Ministry of Finance and Development Planning (MFDP) 10, the Ministry of Education (MoE) 7, the Ministry of Public Works (MPW) 19, and the PPCC itself 17.
