On October 15, 2024, the Liberia National Bar Association (LNBA) entered into a significant agreement with JES Engineering, a locally owned firm, to undertake the construction of the first floor of the LNBA’s multipurpose headquarters located in the Tower Hill Community, along the Roberts International Airport Highway. The contract, valued at US$121,000, was formalized by LNBA President Sylvester D. Rennie and JES General Manager Joseph S. Dennis, marking an important step forward for the Bar Association. The signing ceremony, which took place at the LNBA’s office in Monrovia, was attended by various officials, including the Bar’s project manager, Cllr. Bobby Livingstone, as well as staff members from both organizations.
Cllr. Rennie highlighted that the project is being funded entirely through the collection of dues and fees from LNBA members, emphasizing the self-sustaining nature of the initiative. The selection of JES Engineering was conducted through a competitive bidding process announced three months prior to the agreement. This decision reflects the LNBA’s commitment to supporting local enterprises, as JES Engineering is a fully Liberian-owned company. The construction of the first floor is expected to be completed within an eight-month timeframe, with the LNBA leadership optimistic about meeting this schedule and officially opening the new facilities to its members.
During the signing event, Cllr. Rennie acknowledged the contributions of his predecessors, Cllr. Tiawan Saye Gongloe and Cllr. Moses Paigar, whose efforts laid the groundwork for the current project. He expressed his intention to complete the first floor during his tenure, which he believes will mark a historic achievement for the LNBA. He noted how the delays in the project’s execution were primarily due to previous funding challenges and difficulties with a former contractor, GeoScope Limited, whom the LNBA had to terminate due to non-compliance to project timelines.
In the wake of the issues with GeoScope, Cllr. Rennie indicated that the LNBA is exploring legal options regarding the contract termination, reflecting a proactive approach to ensuring accountability in the project’s execution. He reassured members about the sound financial policies being implemented that have successfully enabled the LNBA to raise sufficient funds for advancing the construction activities. Cllr. Rennie reaffirmed his commitment to ensure the first floor’s completion before the end of his term, reinforcing the LNBA’s drive towards infrastructural development.
JES Engineering’s General Manager Dennis also made a commitment to the LNBA that the construction of the first floor would adhere to the agreed timeline of eight months, further instilling confidence among the Bar’s members regarding the project’s execution. This assurance from JES Engineering signifies a strong partnership between the LNBA and local contractors, which is essential for further reinforcing the capacity and capability of domestic firms in Liberia’s construction industry.
