Nigeria’s Naval Strategy to Combat Oil Theft and Pipeline Vandalism: Operation Delta Sanity 2
Nigeria, Africa’s largest oil producer, has long grappled with the persistent challenge of illegal oil bunkering and pipeline vandalism, activities that significantly impact the nation’s economy and environment. In a renewed effort to curb these illicit practices, the Nigerian Navy launched Operation Delta Sanity 2, an intensified maritime security operation aimed at safeguarding the Niger Delta region’s vital oil infrastructure. This operation marks an evolution of the initial Operation Delta Sanity, which demonstrated substantial success in disrupting illegal activities and boosting crude oil production.
Operation Delta Sanity 2 builds upon the achievements of its predecessor by incorporating advanced technology and enhanced strategic deployments. A central component of this enhanced strategy is the planned deployment of armed fighter drones. These drones are intended to provide access to remote and difficult-to-reach areas within the Niger Delta’s intricate network of creeks and waterways, where illegal refineries and bunkering operations often thrive. The drones will be equipped with surveillance capabilities and offensive weaponry to identify and neutralize illegal activities, offering a tactical advantage in combating these deeply entrenched criminal networks. Beyond drone deployment, Operation Delta Sanity 2 encompasses a comprehensive strategy incorporating improved maritime domain awareness infrastructure, enhanced aerial surveillance utilizing newly acquired aircraft, and amplified intelligence gathering. The Minister of Petroleum Resources emphasized the significance of Operation Delta Sanity 2 in boosting oil production from a low of barely one million barrels per day to the current level of 1.8 million barrels per day, with an ambitious target of reaching three million barrels per day by 2025. The Flag Officer Commanding Eastern Naval Command provided a detailed account of the tangible achievements of the initial Operation Delta Sanity. The operation resulted in the arrest of over 200 suspects, the deactivation of nearly 500 illegal refinery sites, the seizure of millions of liters of stolen crude oil and illegally refined diesel, and the destruction of numerous boats, dugout pits, and storage tanks used in illegal operations.
