The Nigerian Content Development and Monitoring Board (NCDMB) has formed a significant partnership with the National Salaries, Incomes, and Wages Commission (NSIWC) aimed at increasing productivity within the public sector. This collaborative endeavor kicked off with a two-day workshop hosted at the Nigerian Content Tower in Yenagoa, Bayelsa State. The workshop was part of the NSIWC’s initiative, known as the Productivity Measurement and Improvement Scheme, designed to enhance the overall productivity landscape across various governmental entities. During the event, Mr. Ifeanyi Ukoha, the NCDMB’s Director of Finance and Personnel Management, expressed his appreciation for NSIWC’s choice of the Board as a partner in conducting a productivity audit, underscoring the crucial role that productivity plays in fulfilling the mandates outlined under the Nigerian Oil and Gas Industry Content Development Act.

Mr. Ukoha’s remarks set a positive tone for the workshop, reflecting the NCDMB’s commitment to improving staff performance and honing core competencies. He aligned these goals with the vision of the Executive Secretary, Engr. Felix Omatsola Ogbe, infusing the event with an air of optimism about the initiative’s potential impact on public service efficiency. This collaboration echoes the wider recognition of the NCDMB’s outstanding achievements, as noted by Mr. Ekpo Nta, the NSIWC’s Executive Chairman, who addressed participants through a virtual connection. Nta commended the Board for its exemplary performance as the top agency for three consecutive years, framing it as a potential benchmark for other ministries, departments, and agencies looking to improve their operational effectiveness.

A key aspect of the workshop was the presentation from Mr. Babatunde Oresanya, the lead from the NSIWC team, who outlined the Commission’s Strategic Road Map for 2021-2025. This framework is designed to implement a productivity-based remuneration system while also advocating for the advancement of the Commission’s activities and ensuring adherence to pay system regulations. Oresanya stressed the significance of goal-setting, the identification of key result areas, and the necessity for continuous skill development—all essential components for enhancing productivity and excellence within public service roles. His insights are indicative of a structured approach to facilitating meaningful improvements in how public sector employees are compensated and motivated.

During the technical sessions, Mrs. Ngozi Ozoemena, the Deputy Director at NSIWC, briefed attendees on strategies for maximizing resources in order to optimize citizen satisfaction. She indicated that elements such as labor, capital, and effective management are pivotal in driving productivity growth, which is intrinsically linked to sustainable income development and poverty alleviation. Ozoemena also brought attention to the various barriers that could hinder productivity advancements, mentioning issues such as excessive use of mobile phones, poor work attitudes, and undefined organizational goals. Her emphasis on the need for innovation to gain a competitive edge highlights the importance of fostering an adaptable working environment capable of addressing contemporary challenges.

Additionally, another significant contributor to the discussions, Chief Income Policy Officer Mr. Sam Eghieye, recommended implementing regular SWOT (Strengths, Weaknesses, Opportunities, Threats) analyses alongside Key Performance Indicators (KPIs) as vital tools for measuring progress and achieving strategic organizational goals. His insights complemented the overarching themes of productivity and performance measurement prevalent throughout the workshop, reinforcing the notion that systematic evaluation is crucial for continual improvement and success within public sector entities.
