The New Patriotic Party (NPP) is gearing up for a period of significant internal restructuring and strategic planning as it sets its sights on the 2028 general elections. Key milestones in this process include the upcoming Annual National Delegates Conference and the scheduling of the presidential primaries. A dedicated nine-member Conference Planning Committee, chaired by Hon. Joseph Osei-Owusu, has been inaugurated to oversee the meticulous organization of the conference, scheduled for July 18–20, 2025, at the University of Ghana Sports Stadium. This conference will be pivotal in shaping the party’s future trajectory, as it will serve as the platform for formally considering proposed amendments to the party’s constitution. The meticulous preparations underscore the importance of the conference in laying the groundwork for the NPP’s revitalization and electoral strategy.

The composition of the Conference Planning Committee reflects a blend of experience and emerging leadership within the NPP. Alongside Hon. Osei-Owusu, the committee includes Henry Nana Boakye, Esq., as Vice Chair, and Alhaji Haruna Mohammed as Secretary. The inclusion of Dr. Charles Dwamena, Divine Otoo Agorhom, Hon. Abena Osei Asare, Hon. Jerry Ahmed Shaib, Hajia Safia Mohammed, and Salam Mustapha further diversifies the committee’s expertise and ensures representation from various segments of the party. This diverse representation is crucial for ensuring a holistic approach to planning the conference and addressing the concerns of all party stakeholders. The committee’s primary responsibility is to manage all logistical aspects of the conference, creating a conducive environment for productive discussions and decision-making regarding the proposed constitutional amendments.

In preparation for the conference, the NPP’s General Secretary will disseminate the proposed constitutional amendments to all regional and constituency secretariats. This proactive distribution aims to facilitate thorough review and analysis of the proposed changes by party members, particularly the delegates who will be voting on the amendments. This emphasis on informed participation underscores the NPP’s commitment to internal democracy and ensuring that all members have a voice in shaping the party’s future. By encouraging comprehensive scrutiny of the proposed amendments, the party hopes to foster robust debate and informed decision-making at the Extraordinary National Delegates Conference, thereby strengthening the party’s foundation and unity.

Beyond the immediate preparations for the Annual National Delegates Conference, the NPP has also taken a decisive step towards the 2028 elections by scheduling its presidential primaries for January 31, 2026. This decision, finalized during a National Council meeting on June 17, 2025, is rooted in Article 13(1)(1) of the party’s constitution, which empowers the Council to determine the timeline for presidential nominations. The early scheduling of the primaries signifies the party’s proactive approach to addressing the aftermath of its recent electoral defeat and initiating the process of selecting a strong candidate to lead the party in the next general elections.

The National Council meeting also served as a platform for in-depth discussions regarding proposed constitutional amendments and internal restructuring, reflecting the party’s commitment to learning from past experiences and adapting its strategies. The Frank Davies-led Constitution Amendments Committee presented its final report, a culmination of extensive consultations with party members and stakeholder groups. This report emphasized the importance of addressing the perceived “leadership vacuum” hindering grassroots reorganization and strongly advocated for an early primary date. The National Council unanimously endorsed this recommendation, viewing the January 31, 2026, primary date as a strategic move to galvanize the party’s base and launch a robust comeback campaign for 2028.

The convergence of the Annual National Delegates Conference and the scheduled presidential primaries signifies a critical juncture for the NPP. The conference, focused on constitutional amendments, will lay the groundwork for internal reforms and strengthen the party’s structure. The early scheduling of the presidential primaries allows ample time for campaigning, debates, and ultimately, the selection of a candidate who can unite the party and effectively challenge the incumbent government in 2028.
