The Open Government Partnership (OGP) recently convened a multi-stakeholder validation workshop in Accra, Ghana, aimed at finalizing an Infrastructure Transparency Commitment for the country’s 5th OGP National Action Plan. This initiative brought together diverse representatives from government, civil society, and the private sector to formulate a cohesive strategy geared towards enhancing transparency, accountability, and citizen participation in public infrastructure projects. The workshop highlighted the importance of these efforts in fostering open governance, thereby empowering citizens to actively engage with and influence infrastructure-related endeavors.
Mrs. Thelma Ohene-Asiamah, the Director and OGP Point of Contact, expressed her gratitude towards participants for their ongoing commitment to developing the Infrastructure Transparency Commitment. She reiterated that this endeavor not only promotes openness but also works to enhance citizen engagement with infrastructure projects, which is crucial for effective governance. Ohene-Asiamah noted that the collaborative spirit evident at the workshop was rooted in earlier consultative meetings, where stakeholders contributed invaluable insights that were subsequently integrated into a draft commitment. This preliminary document delineates vital priorities such as improving access to information, bolstering citizen participation in project monitoring, and enhancing transparency and accountability within procurement processes.
The primary objective of the validation workshop was to confirm these identified priority areas and attain consensus regarding specific commitments to be executed from 2025 to 2027. Key goals included reviewing and refining the draft commitment, establishing measurable targets, and reaching a unified agreement on the final draft that would be institutionalized within Ghana’s infrastructure framework. Participants engaged in rigorous discussions aimed at building a resilient framework that promotes transparency, accountability, and public involvement in infrastructure projects, thus laying the groundwork for a more participatory governance model.
Attendees also set out a roadmap for the adoption and institutionalization of the commitment, which included pivotal timelines for further public consultations and efforts to submit the finalized commitment to the OGP International Secretariat. The collaborative nature of the workshop allowed for the exchange of ideas and best practices, reinforcing the notion that citizen input is essential in shaping public infrastructure initiatives.
