The Ghana Health Service (GHS) has initiated a significant restructuring of its leadership, reassigning 13 key personnel including Programme Managers, Deputy Directors, and Medical Superintendents. This strategic reshuffle primarily affects the Public Health, Institutional Care, and Policy Planning Monitoring and Evaluation Divisions, with personnel transfers occurring between the Greater Accra, Ashanti, Northern, Central, and Ahafo Regions. The reassignments, effective May 19, 2025, are part of a comprehensive national strategy aimed at bolstering Ghana’s health systems, indicating a proactive approach to improving healthcare delivery and management.

Several notable changes have been made within the Public Health Directorate. Dr. Kwame Amponsa-Achiano, formerly the Deputy Director and Programme Manager for the Expanded Programme on Immunization, will now serve solely as Deputy Director. Dr. Hilarius A. K. Abiwu transitions from Deputy Director of Public Health in the Northern Region to become the Acting Programme Manager for the National Malaria Elimination Programme. Dr. Emmanuel A. A. Teviu, previously Deputy Director of Public Health in the Ashanti Region, assumes the role of Acting Programme Manager for the National AIDS Control Programme.

The reshuffle also sees Dr. Mrs. Selorm Kutsoati, formerly District Director of the La Nkwantang Madina Municipal Assembly, taking charge as the Acting Programme Manager for the Expanded Programme on Immunization. Dr. Ziem Bernard moves from his position as Deputy Director of Public Health in the Ahafo Region to become the Acting Programme Manager for the National Tuberculosis Control Program. Responsibility for Non-Communicable Diseases shifts to Dr. Wallace Odiko-Ollennu, formerly the Deputy Chief Dental Officer in the Institutional Care Division.

The Institutional Care Division experiences changes with Dr. Ebenezer Oduro-Mensah, previously a Medical Superintendent in the Greater Accra Region, now serving as the Deputy Director of Clinical Care. In terms of regional shifts, Dr. Andrew Ayim, formerly a Deputy Director in the Policy Planning Monitoring and Evaluation Division, now takes on the role of Deputy Director of Public Health in the Ahafo Region. Dr. Keziah Malm, previously Programme Manager for the National Malaria Elimination Programme, transitions to Deputy Director of Public Health in the Ashanti Region.

Several Programme Managers have also been reassigned. Dr. Stephen Ayisi Addo, formerly Programme Manager for the National AIDS Control Programme, takes on the role of Acting Deputy Director of Public Health in the Northern Region. Dr. Yaw Adusi-Poku, previously Programme Manager for the National Tuberculosis Control Program, is now responsible for the National Leprosy Control Program. Dr. Efua Commeh, formerly Acting Programme Manager for Non-Communicable Diseases, will now serve as the District Director for La Nkwantang Madina.

Finally, Dr. Benedict Okoe-Quao, who held dual roles as Programme Manager for the National Leprosy Control Program and Medical Superintendent at the Ankaful Leprosarium, will now focus solely on his responsibilities as Medical Superintendent at the Ankaful Leprosarium in the Central Region. This comprehensive restructuring signifies a strategic move by the Ghana Health Service to optimize its human resources and enhance the effectiveness of its various health programs. The changes aim to strengthen leadership across different divisions and regions, ultimately contributing to the improvement of healthcare services nationwide.
