The United Kingdom Nigeria Infrastructure Advisory Facility (UKNIAF), in collaboration with the Nigerian Governors’ Forum (NGF), has completed a nationwide capacity-building initiative focused on empowering states to spearhead electricity market reforms. This initiative, known as the State Learning Workshop Series, aimed to equip state-level policymakers, regulators, and stakeholders with the necessary knowledge and tools to develop sustainable and investor-friendly electricity markets. The workshops, held across four strategically located cities – Lagos, Calabar, Kano, and Jos – saw participation from all 36 states and the Federal Capital Territory (FCT), setting the stage for a collaborative and coordinated approach to electricity market development in line with the Electricity Act 2023. This comprehensive training program signifies a crucial step towards achieving a more decentralized and efficient electricity sector in Nigeria.
The State Learning Workshop Series adopted a multi-faceted approach to capacity building, covering key areas essential for successful electricity market reform. The curriculum included sessions on the legal and regulatory frameworks for establishing state-level electricity markets, focusing on compliance with the Electricity Act of 2023. Participants also delved into various commercial models designed to attract private sector investment, a critical component for driving growth and innovation in the power sector. Crucially, the workshops facilitated the integration of state-level electricity plans into Nigeria’s National Integrated Resource Plan (IRP), ensuring a cohesive and coordinated approach to power sector development. Furthermore, practical training was provided on specialized software platforms for energy modeling, equipping participants with the technical skills necessary for effective planning and analysis.
The design of the workshops leveraged the valuable lessons learned from UKNIAF’s ongoing support for pioneer states in electricity market development, namely Akwa Ibom, Enugu, and Oyo. These states, having taken early strides in establishing their own electricity markets, offered practical insights and best practices for other states to emulate. Moreover, the workshops benefited from the experience gained by UKNIAF through its technical assistance to the Federal Ministry of Power in drafting both the National Integrated Electricity Policy and Nigeria’s inaugural National Integrated Resource Plan, two crucial policy instruments that have recently received approval. This combination of practical experience and policy expertise ensured a comprehensive and impactful learning experience for all participants.
The Electricity Act 2023 has empowered states with greater autonomy in managing their electricity markets, creating a decentralized energy landscape in Nigeria. The State Learning Workshop Series is, therefore, a timely intervention, designed to build capacity and foster coordination amongst the states as they navigate these new responsibilities.
