The diplomatic landscape in West Africa has been recently disturbed by escalating tensions between the Republic of Benin and the military junta ruling Niger. The discord stems from accusations leveled by Niger’s junta leader, General Abdourahamane Tchiani, alleging Benin’s complicity in supporting terrorist activities aimed at destabilizing Niger. These allegations, delivered during a Christmas Day address, have been vehemently rejected by Benin as baseless and inflammatory, triggering a formal diplomatic protest by the Beninese government.

In response to the accusations, Benin’s Ministry of Foreign Affairs summoned the Nigerien chargé d’affaires in Cotonou to demand clarification and express its strong disapproval. Alongside the summoning, Benin delivered a formal letter of protest to the Nigerien authorities, reasserting its commitment to peaceful relations and regional stability while categorically refuting the allegations. The Beninese government emphasized its dedication to fostering dialogue and cooperation with its neighbors, highlighting the detrimental impact such unfounded accusations can have on regional harmony and collaborative efforts to address shared security challenges.

The accusations made by General Tchiani represent a significant escalation in the already strained relations between the two countries. While both nations share a history of cooperation, recent years have witnessed rising tensions over various issues, including disagreements concerning oil exports, periodic border closures disrupting trade flows, and other economic and security-related disputes. Despite these challenges, both Benin and Niger had recently shown promising signs of reconciliation, with both countries appointing new ambassadors as a gesture of goodwill and a commitment to restoring diplomatic ties.

The timing of General Tchiani’s accusations is particularly noteworthy, coming in the wake of the military coup that ousted Niger’s democratically elected President Mohamed Bazoum in July 2023. The accusations against Benin, and by extension Nigeria – which was accused of harboring a French military base purportedly aimed at destabilizing Niger – appear to reflect the junta’s attempt to consolidate its power and deflect attention from its own internal challenges by projecting an external threat.

National Security Adviser Nuhu Ribadu dismissed the claim of hosting a French military base as completely unfounded, reaffirming Nigeria’s sovereignty and its commitment to not allowing foreign military presence on its soil. Furthermore, the Nigerian government expressed its willingness to engage in dialogue with the Nigerien junta, signaling a preference for diplomatic solutions to the escalating tensions. This approach aligns with the broader regional efforts to restore constitutional order in Niger and mitigate the potential for further instability in the region.

The diplomatic row between Benin and Niger underscores the fragility of peace and stability in West Africa, a region grappling with multiple security challenges, including terrorism, political instability, and socio-economic issues.
