A fact-finding mission to the Port Harcourt Refining Company (PHRC) has dispelled doubts and misconceptions surrounding its operational status, according to Bayo Onanuga, Special Adviser on Information and Strategy to President Bola Tinubu. The mission, which included Onanuga, toured the 60,000 barrels per day (bpd) facility, examining its various sections from the control room to the loading bay. The team received satisfactory answers to their inquiries, confirming that the refinery is indeed operational, albeit not yet at full capacity. Currently, the refinery is functioning at 70% of its installed capacity, with plans in place to ramp up production in the near future. Crucially, the refinery receives regular crude oil supplies, debunking claims of a shortage hindering its operations. The fact-finding mission also confirmed the production of various petroleum products, including kerosene, low-pour fuel oil, liquefied petroleum gas (LPG), diesel, and petrol, the latter being blended with other components for use in vehicles.

The revival of the PHRC represents a significant achievement, transforming a facility on the brink of obsolescence into a modernized and productive asset. The overhaul involved upgrading and replacing various components, including sections of the 300km pipeline network. Some parts, unchanged for 27 years, have been replaced with modern equivalents, bringing the refinery up to 21st-century standards. This modernization has breathed new life into the refinery, shifting its status from a potential museum piece to a vital contributor to Nigeria’s energy landscape. The team also visited the co-located 150,000 bpd refinery, where ongoing dismantling and installation of new components suggest imminent operational readiness.

The successful revitalization of the PHRC holds profound implications for Nigeria’s energy security and economic prospects. By bolstering domestic refining capacity, the country can reduce its reliance on imported petroleum products, conserving valuable foreign exchange reserves. This increased domestic production can also lead to more stable fuel prices for consumers, mitigating the impact of fluctuating global oil markets. Furthermore, the revitalized refinery creates employment opportunities and stimulates economic activity in the surrounding region. The PHRC’s resurgence signals a positive step towards self-sufficiency in petroleum product supply, contributing to a more robust and resilient national economy.

The fact-finding mission’s confirmation of the refinery’s operational status counters previous skepticism and misinformation. The tangible evidence of the refinery’s functionality and modernization efforts serves to dispel doubts and solidify confidence in the project’s success. This transparency in sharing the findings of the mission contributes to public trust and reinforces the government’s commitment to revitalizing Nigeria’s refining sector. The positive assessment of the PHRC serves as a tangible example of progress in the nation’s pursuit of energy independence and economic development.

The revitalization of the PHRC underscores the Nigerian National Petroleum Company Limited’s (NNPCL) commitment to enhancing the nation’s refining capacity. The ongoing work at the second Port Harcourt refinery further demonstrates this commitment, bolstering expectations of increased domestic petroleum product production. The modernization efforts at the PHRC not only upgrade the facility but also enhance its operational efficiency and safety standards. This comprehensive approach to revitalization positions the PHRC as a key player in Nigeria’s energy sector, contributing to national energy security and economic growth.

The fact-finding mission’s findings stand as a testament to the tangible progress made in reviving the PHRC. The observed modernization and ongoing work at the second refinery offer concrete evidence of the commitment to boosting domestic refining capacity. This progress aligns with the broader national goals of achieving energy independence, stabilizing fuel prices, and stimulating economic growth. The PHRC’s transformation from a near-obsolete facility to a modern, productive refinery symbolizes a significant step forward in Nigeria’s journey towards a more secure and prosperous energy future.
