Under the leadership of Rt. Hon. Alban Sumana Kingsford Bagbin, Speaker of Parliament, Ghana is poised to host the 2nd General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL). Scheduled for October 25-27, 2024, at the Kempinski Hotel Gold Coast City in Accra, this significant event promises to convene influential legislative leaders from across the continent. Established in 2020, CoSPAL’s primary aim is to unify Speakers and Presidents of parliaments throughout Africa, encouraging them to engage in discussions that tackle collective challenges and harness opportunities for the continent’s development.

The forthcoming assembly is expected to gather over 120 participants, comprising fifteen Speakers and Presidents of National Legislatures, thirty Deputy Speakers, alongside various other high-ranking officials from different parliaments. By providing a platform for key stakeholders in governance, the conference intends to facilitate meaningful exchange on pressing issues that affect Africa today. This year’s assembly builds upon the first General Assembly held in Abuja, Nigeria, in 2022, where prominent discussions revolved around post-COVID economic recovery and pathways for strengthening democratic governance in the region.

The significance of the upcoming assembly is underscored by Ghana’s Parliamentary Service, which highlights it as a vital opportunity for “increased deliberation, collaboration, and cooperation.” By fostering dialogue among leaders, the conference aims to enhance legislative effectiveness and promote regional solidarity, which are crucial for addressing shared challenges like economic recovery, governance issues, and the lingering impacts of the COVID-19 pandemic. Rt. Hon. Bagbin, who also serves as the President of CoSPAL, has underscored the importance of this conference in advancing the mission of African parliamentary bodies and strengthening their collective voice on the continent.

Moreover, the assembly is positioned not just as a legislative forum but also as an occasion to showcase Ghana’s democratic values and renowned hospitality. The Ghanaian Parliament aims to reflect the nation’s unique democratic model, which embodies inclusiveness and engagement in governance processes. Delegates will have the opportunity to immerse themselves in Ghana’s warm and welcoming atmosphere, promoting a sense of camaraderie and shared purpose among the diverse participants.

In addition to high-level discussions, the general assembly will also serve to reinforce the role of African legislatures in addressing pressing contemporary issues. Today’s challenges require that legislative bodies collaborate and innovate collectively, thus enhancing their capacity to serve their constituents effectively. By congregating in Ghana, participants will not only engage in dialogue but also explore practical strategies for collaboration that reflect regional priorities and aspirations.

As CoSPAL continues to evolve and address the dynamic landscape of African governance, this assembly represents a pivotal step toward achieving the broader objectives of legislative effectiveness and cooperation across the continent. Ultimately, the event will be an excellent opportunity to reaffirm commitments to democratic principles and deepen collaborations among African parliaments, paving the way for more resilient governance structures and enhancing the development trajectory of the continent.
