He emphasized the need for enhanced border security, improved air surveillance capabilities, and closer collaboration with state governments to effectively neutralize these threats. General Musa reassured the nation that the armed forces are actively engaged in addressing the situation and have received presidential directives to intensify their efforts.

The surge in jihadist activities in the Sahel region, particularly after the series of coups in Mali, Burkina Faso, and Niger, has created a ripple effect across neighboring countries. Data from organizations like the Armed Conflict and Location Event Data (ACLED) and reports from the United Nations Security Council highlight a significant increase in attacks by groups like the Islamic State Sahel Province (ISWAP) and al-Qaeda affiliates. This heightened instability has forced hundreds of fighters southwards, seeking refuge and new operational grounds in countries like Nigeria, Benin, and Togo. This southward movement has created a “widening arc of infiltration” along the border regions, leading to a spillover of violence into Nigerian states like Kaduna, Niger, and Plateau. The dry-season offensives in the Sahel have further contributed to this displacement and subsequent infiltration.

General Musa, while acknowledging the challenges posed by Nigeria’s vast 4,000-kilometer land border, expressed confidence in the armed forces’ ability to manage the situation. He highlighted the ongoing efforts to strengthen security measures, including the acquisition of new equipment and air assets, approved by President Bola Tinubu. Beyond kinetic operations, the Chief of Defence Staff stressed the importance of non-kinetic approaches, recognizing the need for a comprehensive strategy that addresses the root causes of insecurity and promotes community engagement. This includes fostering cooperation with state governors to ensure synergy between federal and state security initiatives, extending the dividends of democracy to local communities, and enhancing civilian-military cooperation.

A key element of the strategy involves strengthening collaboration between the federal government, state governments, local authorities, and communities. General Musa underscored the importance of a multi-layered approach, recognizing that security is a shared responsibility. He emphasized the role of governors in providing support and buy-in for military operations within their respective states, highlighting the need for joint efforts to tackle insecurity effectively. His recent visit to Maiduguri exemplified this commitment to collaborative engagement with state governors, recognizing the crucial role they play in ensuring peace and security within their jurisdictions.

Public participation is also crucial in this fight against insecurity. General Musa appealed to citizens to report any suspicious activities promptly to the relevant authorities. He emphasized that timely reporting is vital for effective intervention and response by security forces. Furthermore, he cautioned against the spread of misinformation and urged the public to be wary of “fake news,” particularly recycled combat videos circulating online, which often misrepresent the current security situation. He stressed the need for responsible information sharing and cautioned against sensationalizing or exaggerating security incidents.

The overall security strategy, as outlined by General Musa, involves a multi-pronged approach. It focuses on strengthening border security, enhancing military capabilities, fostering intergovernmental collaboration, and promoting community engagement. It also recognizes the importance of public vigilance and responsible information sharing to counter misinformation and maintain public trust.
